Mr. Liu was appointed President of Quintel in 2019. In addition to his current role, he serves as Director for Cirtek Holdings Philippines Corporation, a publicly listed holding company and entity that acquired Quintel in 2017. Prior to Quintel, he has held and continues to hold active positions in various manufacturing, pharmaceutical, retail, services and logistics companies within the Cirtek Holdings Group of Companies. In 2015, Mr. Liu, as Vice President and General Manager for Cirtek Advanced Technologies and Solutions closed a contract manufacturing deal with Quintel to produce base station antennas, 2 years prior acquiring them. Mr. Liu holds a Bachelor’s Degree in Electronics and Communications Systems and remains to serve the companies in his capacity. He brings with him 12 years of management, engineering, manufacturing experience and has taken on a greater role for Quintel as its President responsible for providing leadership, corporate strategy, business development, management and marketing

Dr. Song has been serving in a number of roles within Quintel since 2009. As COO and VP Research and Development, he is responsible for Quintel’s overall corporate operation and strategic directions, including core research initiatives, technology roadmap, product development from conception to production launch, coordinating supply chain and manufacturing efficiency. Prior to joining Quintel, he was with Motorola as the Principle RF antenna engineer, Honorary Post-Doctoral Fellow at the University of Birmingham UK, and Manager of RF antenna systems at the Hong Kong Applied Science Technology Research Institute. Dr. Song holds a Bachelor and Ph.D. degrees from the University of Birmingham in the UK. He has published over 40 papers in learned journals and conferences, a book chapter, and has several patent families granted from base station to mobile handset antenna systems. He is one of the pioneer contributors to the triple band and tunable handset antennas, Fractal shaped antennas, integrated antennas on chip carrier package, and low sector power ratio base station antenna systems. CTO and VP Technology Marketing
David is CTO & VP of Technology Marketing at Quintel. David heads up Quintel’s Intellectual Property assets, and directs Quintel’s Pre-sales activities, Business Development, Product roadmap, Product Line Management and Innovations. Prior to Quintel, David worked briefly with Arieso in the application and development of automated intelligent 3G network design optimisation products, and over 7 years with Mason Communications (now Analysys Mason) as a principal consultant in RF and network advisory matters all over the world. David started his career in RF engineering 20 years ago in EW systems with the UK Ministry of Defence. David is a Chartered Engineer, holds a BEng (Hons) from Bradford University and an MSc from the Royal Military College of Science and a Senior IEEE Member. David has a number of patent applications and grants, and is author of a number of academic and conference papers.
Gina B. Gillen
Acting Chief Finance Officer
Gina was appointed as Acting Chief Finance Officer of Quintel in 2019 and responsible for the Over-all Accounting and Finance activities of the Group, Financial Planning, Budget preparation, Cash Flow Management, Financial Analysis and Reporting. She also holds various role within Camerton Group of Companies (since 2007) the parent company of Cirtek Holdings Philippines Corporation (CHPC), a publicly listed holding company and entity that acquired Quintel in 2017. Currently she is also the VP Comptroller, Internal Audit and Deputy CIO of CHPC and held major position in non-life insurance and food business within the Group of Companies. She holds a Bachelor’s Degree in Business Administration major in Accounting from Lyceum of the Philippines University and has 26 years of experience in the same field, 9 years in Internal audit and 5 years of experience in Operations and handling support group such as Procurement and Supply Chain, Management Information System, Commissary, Warehouse and Logistics, R&D and Human Resource & Administration.
Ms. Samrao was appointed Controller for Quintel in 2017. She is responsible for managing the Quintel USA function for accounting and finance and overseeing the financials department in Philippines. Prior to the current role, she served in various position within finance organization since she joined Quintel in 2012. Ms. Samrao has more than 20+ years of experience working in the finance for various high-tech companies in Silicon Valley prior to joining Quintel. She previously worked for Social Chorus, NextG Networks which was acquired by Crown Castle and Vicinity digital mapping company which was acquired by Microsoft. She has degree in accounting from 4’C College.
